The error message from jade is pretty explicit.  It is complaining
that the DTD doesn't contain that entity.  You are free to add

<!ENTITY ldquo CDATA "“>
<!ENTITY rdquo CDATA "”>

if you'd like.  The above two definitions are part of the HTML DTD,
but maybe not of DocBook.
