I saw the same problem, which was caused by hash_extra in texmf.cnf
being set to low.  After I increased it the entire Handbook build fine.

Whoops, that would be my fault.  It appears that I didn't test the
"show-all-trademark-symbols" change to freebsd.dsl properly for print
output.  I have a fix which I will commit shortly.
