PR handling not in Resources for Committers

I was just informed by ru that we have:
http://www.freebsd.org/doc/en_US.ISO8859-1/articles/pr-guidelines/

This would be very useful to have on Resources for FreeBSD Committers.

Right now it's buried on the Bug Reports->Problem Report Handling
Guidlines.  The first time I scaned the Bug Reports section, I missed
it since it was tucked away in the last paragraph at the last sentence.
