Error in cvsweb 2.9.1 on Solaris 9

I took cvsweb out from under mod_perl.

It looks like there is a problem with the cvs version - I have cvs 1.11.9
installed - although I got the same error under 1.11.6.

I did not see anything in the error_log associated with this error.
