Intel TigerLake NVMe vmd: Adding Support & Debugging a Patch

To extend, I am getting an issue with `pci_read_device()` where it 
returns a `vid` (PCI Vendor ID) of 0xffff.

This ends up returning "Cannot allocate dinfo!" from vmd.
