[RFC] remove GNU rcs from FreeBSD 12

+1 to removing GNU RCS.

FWIW;

I did bring OpenRCS to the vendor area:

And I have a patch so that it builds on FreeBSD:

https://people.freebsd.org/~pfg/patches/openrcs.diff

It is known to NOT pass the GNU RCS testsuite and I lost interest in it.
