Build error on current at r296308: 'yacc.h' file not found

If I change the sequence in

/usr/src/usr.bin/mkesdb/Makefile.inc

for line

SRCS+=  lex.l yacc.y

to

SRCS+=  yacc.y lex.l

it builds ? That file was last touched 4 years ago ?
