Need help fixing failing locale tests

by they way, this was meant to be "removed from DragonFly".  I don't
know if "make upgrade" is set right for FreeBSD.  (it appears not)

It looks like the deleted locales were not removed.
They should be.

I think somebody needs to add these locales to be reaped by make upgrade.
