There was some debate about this last time. It was decided to use the .c file. The tarball ships with both. The .y file only used if its timestamp is newer, which is never the case.
The .y file should never have been imported in the first place. That was my fault.

That being said, I’m not sure if checking in bison-processed source was the wisest thing in the world (contrib/ntp/ntpd/ntp_parser.c).
