Seeing about 4K "exec: No such file or directory" msgs in installworld

Yep, I saw these too.  Hundreds of them.  At this point, I think it
should run makewhatis on /usr/share/openssl/man?

I suspect this has to do with some of the recent mandoc changes, but
which one... no idea. :)
