pkg(1) ipv6 address not listening

Failing command is:
% pkg update
using default repo configuration. The above line was producted by:
% truss -f pkg update
Unable to access pkg.freebsd.org IPv6 server over two subnets.
Tested with `nc -v'
2001:470:600d:dead:beae:c5ff:fee1:4407/48
2a01:4f8:192:50e3::/64
1001 ~ % ssh ananke.laggy.pk cat /etc/pkg/FreeBSD.conf
