libc++ vs. libstdc++ usage in the ports tree

Thank you!!!

Doing a 'pkg delete -fR' on all installed ports except pkg, pkg, and
portmaster, of course, removed everything but those 3 ports.

% portmaster math/octave

causes 208 ports to be built and installed.  The resulting octave
now functions.
