ath / 802.11n performance issues and timer code

I'll get you a trace soon.

I noticed a much smaller but valid looking effect when doing this on
my eeepc. If I enable idletick, I get an extra 15-25mbit/sec 11n TX
throughput.

That's running r222417 -HEAD though.
