Sorry I gone too fast, I would add this in bsd.commands.mk too :

.if exists(/usr/bin/unzip)
UNZIP_CMD=/usr/bin/unzip
.else
UNZIP_CMD?=     ${LOCALBASE}/bin/unzip
.endif
