I have tested this with CFLAGS=-g in /etc/make.conf
/usr/ports/multimedia/webcamd# make -dA

Global:CFLAGS = -g
So CFLAGS is being properly passed to the
/usr/ports/multimedia/webcamd/work/webcamd-0.1.0/Makefile via the
environment but its getting overridden and causing the reported build error.
