Try the patch again, but change both instances of this line:

if (cfgmech == CFGMECH_PCIE && (bus != 0 || !(slot & pcie_badslots)))
to:
if (cfgmech == CFGMECH_PCIE && (bus != 0 || !((1u << slot) & pcie_badslots)))

ie:  "slot" -> "(1u << slot)"

This made the missing devices come back for me *and* fixed my Xserver.
