Updating src/contrib/binutils

There is very little chance anything but a well targeted bugfix would
get merged to a stable branch and there is zero chance that GPLv3 code
will be merged to an existing, GPLv3-free stable branch.  As such, any
work on RELENG_7 is likely a waste of time.
