In theory, yes, but not if it's a "system overview" kind of tool not
written by someone who knows assembler or for someone who just wants to
call a library's "enableSSE()" function, or if the program's not written
in C...
It would be a good thing to have this facility, and done right (not like
text-parsing /proc/cpuinfo in Linux).
