I have had that problem since I got the machine I have now - It seems to be related
to systems using Nvidia Nforce newer chipsets 570/590/6xx 

If I don't load any USB drivers the system shutsdown normally - I tried shutting down after
disconnecting all external usb devices and all u* drivers one by one - unfortunately it seems
that the minute "device usb" or usb.ko is present the problem reoccurs
