sysinstall and bsdlabel

Hi,

After create label from sysinstall I see offset for first partition is 0
but man to bsdlabel says "The first partition should start at offset 16,
because the first 16 sectors are reserved for metadata."

So i don't understand this is bug in sysinstall or it's feature?
