TSO, SMP and the em driver.

EM + CARP + VLAN + TSO is an unworkable combination since VLANHWTAG
gets broken by PROMISC required by CARP.  TSO requires VLANHWTAG.
Is the VLANHWTAG + PROMISC problem a driver or hardware problem?
