[RFC] Removal of Fortran from the base system

Well, if it A touches 0.0001% of FreeBSD users, POLA isn't really 
relevant. I fail to name at least 1 person who seriously relies on 
Fortran in the base FreeBSD among at least 2,000 FreeBSD users I know.
