[ULE] panic: sched_add: kse 0xc5a7b78c (named) already in run queue

A switched a single-CPU+HTT machine over to ULE again, and it panicked
after a couple of days with:

panic: sched_add: kse 0xc5a7b78c (named) already in run queue
cpuid = 1
KDB: enter: panic

and hung there (NB: named is threaded).
