Hmmm, ATI Rage...  I don't know if it'll fix the problem or not, but have you 
looked at the GATOS driver (http://gatos.sourceforge.net/)?

The binaries work fine on FreeBSD and I always use it on my laptop in order to 
get XVideo support.
