make distribution fails with RELENG_6 on a 5.4-RELEASE-p6 host

You are supposed to make buildworld first, as stated in src/UPDATING.

Otherwise, Warner Losh recently fixed this in CURRENT [1], I hope he
will MFC this before RELEASE.

You can manually patch your sources.
