reboot and shutdown don't work, suspect acpi

I think we have enough "me, too"s. This patch definitely improved
performance, but it has a rather serious side effect that makes it worth
pulling. Hopfully Nate and jhb can come up with a fix to the interrupt
problem that does not break shutdown and reboot.
