That is not true. For FreeBSD 5.2.1 the FreeBSD port will install kldmodules
that give /dev/pf and all. It is a bit outdated and no longer maintained,
though!
Note that you need:
options INET6
options PFIL_HOOKS
options RANDOM_IP_ID
device bpf
in your kernconf to use the port. Look at your console if kldload
of /usr/local/modules/pf.ko fails.
