Suggest to upgrade some software in base

Seems like Christos has been swamped by readelf.c patches :) I must 
admit that I didn't care about 4.6.2...

Anyway, 4.09 is an improvement, and the import of 4.10 should be trivial 
afterwards, so why wait?
