USB HP Scanjet 5200C kills my USB ports

There have been reports that turning off a "Legacy USB" or similar
setting in the BIOS will help on this chipset. The UHCI driver does
attempt to disable legacy support in the hardware (search for
PCI_LEGSUP for details), but it seems that it needs to do more.
