kernel compile error, 5.2.1-RELEASE

Hi,
Just trying to get a kernel built on a 5.2.1-RELEASE box. Am encountering
this error:

I've experienced and worked around this manually before on other 5.x systems,
but never reported it hoping someone else would notice it and make the
effort. :) Can't seem to find anything in the archives either. Is this a
bug or something I'm doing wrong?
