port of rssadapt which could solve hostap tx problems with 802.11

Hi,

I tried to port rssadapt from NetBSD to FreeBSD, the patch solves (at least I
think it might solve it) the problem with hostap tx... described by few people
here on current@

I dont have any wifi hw so I cannot test it... so pls try it and tell me.
