Upgraded from 4.9 to 5.2.1, apm no longer works?

I had RELENG_4_9 working flawlessly on an older machine. I upgraded to
5.2.1-R by means of wiping and installing from scratch, then source-upgraded
to RELENG_5_2. The computer does not have ACPI support, only APM. The
kernel has "device apm" compiled in and hint.apm.0.disable="0" in
/boot/loader.conf, but no apm device is detected. Subsequently, `apm -e
enable` fails:
apm: can't open /dev/apm: No such file or directory
The only reason I use APM on this machine is so that `init 0` turns the
machine off rather than just halting. How do I get this functionality back?
