Greater than 100% CPU usage in top, ULE

I'm not sure if this is an FAQ or not, but it sure has me curious. I'm
running 5.2-RELEASE, and started an OO.org 1.1 build from the ports
tree. Just out of curiosity, I flipped to a top display and noticed this
rather peculiar line:
57510 root 139 0 6092K 3180K RUN 16:41 106.25% 106.25% java
The system isn't unresponsive -- I'm typing this message on it. I'm
guessing that it's either a bug in SCHED_ULE or I don't understand
the meaning of the CPU and WCPU columns in top (more likely). I'm
not using KSE, and this is a UP system. Some mailing list searching
showed this to be a solved problem, mostly affecting SMP systems.
