libpkg

I've started to build a libpkg as part of
my ongoing project to overhaul the existing
FreeBSD pkg_* tools [1].

Although my design docs are very rough still,
I'd appreciate any input on whether this library
would be useful to people who are considering
building other sorts of packaging tools:
