What to do about nologin(8)?

Perhaps I'm missing something obvious, but is moving nologin to
/usr/sbin and putting a compatibility symlink (or if necessitated by
e.g. support for non-unix boot filesystems, a static stub executable to
exec the real one) in /sbin not a possibility?
