There is already code in /etc/rc.subr and /etc/rc.d/devfs to load and
apply rulesets, but it is undocumented.

You should probably try to add an option to devfs(8) to have it read
an entire ruleset from a file (like ipfw does); that would allow you
to get rid of about 70 lines in /etc/rc.subr and greatly speed up the
process of installing rulesets.
