question about ng_fec

Hello,

I am using ng_fec to create a 2 port gigabit etherchannel. After loading the module, doing the netgraph stuff and configuring the fec0 interface ifconfig shows fec0 as 'UP,BROADCAST,RUNNING,SIMPLEX,MULTICAST' yet I have to perform an additional 'ifconfig fec0 up' in order to get the interface to pass traffic. Is this normal?
