Although I have not seen it lately, this message is an old acquintance:
I remember it from the days before 5.0 was out. It means that the
witness subsystem has reached its capacity and my experience at least at
that time was that from this point on, witness checking was essentially
disabled (you could literally feel this, because the interactive
performance of the machine went right through the roof in a minute! :-)
