There's probably something odd with your CVSup setup then.
Take the standard files from /usr/share/examples/cvsup/
as templates, and work with them -- you seem to have
fetched the CVS into /usr/src, while you should have
"checked out" them.  Show us your supfile, and we'll
point you to an error.
