make floppies.1

Hi

Can I use "make floppies.1" as a standalone command? If I try it I got
this:
necrophilia release# pwd
/usr/src/release
necrophilia release# make floppies.1
cannot create /R/stage/kernels/kernel.gz: No such file or directory
*** Error code 2

Stop in /usr/src/release.
necrophilia release#

I looked at the source and it does seem its only intended as a internal
target... so?
