Would it be useful to ship an alternate submit.cf?

Personally, I'd rather not offer yet another .mc/.cf file, especially
given that we are only talking about changing one line from the existing
.mc/.cf file.  However, I am willing to document this alternative in
etc/mail/README if that is desirable.
