Perhaps.  It's still not too helpful to close the PR with the message
"Not a problem report.", as it _is_ a report of a problem (i.e. a problem
report).  If it's an unsuitable PR, saying so would be better.

The "not a PR" response is probably best reserved for
spam/trolls/tests/empty messages, rather than reports which do actually
contain a report about a problem, albeit an unhelpful report.

Just IMHO, of course.
