I quickly fired up a fresh Ubuntu Server w/ 4GB which says:

hmo at u:~$ grep MemTotal /proc/meminfo
MemTotal:        4027028 kB
hmo at u:~$ 

This is correct, so I assume it's a FreeBSD issue.
