I think that makes sense.  Would the version be something like 13-RELEASE or a
different value?

I don't think the spec should mandate this, but it would be possible to encode
such a default behavior in a runtime implementation.  I don't know that I have
a firm opinion yet on whether or not that's a reasonable default.
