The DISTRIBUTIONS option in your bsdinstall script refers to lib32.txz but this
is not present in the i386 package. If the file is not found during
installation then the procedure will stuck and the installation will be
incomplete; so next boot will fail also.
Initiated a pull request with a potential fix to your github packer-templates
repo.
