Same issue here on recent stable, however with higher loadavg - 3-4. Dtrace
shows that most active stack is:

  zfskern
              kernel`spinlock_exit+0x31
              kernel`_cv_timedwait_sig_sbt+0x11f
              zfs.ko`mmp_thread+0xc1c
              kernel`fork_exit+0x7e
              kernel`0xffffffff8064129e
             2147
