Over on bug 234455 comment #9, schaiba at gmail reports tuning
debug.acpi.disabled="thermal" to fix Ryzen getting stuck in low P-states.  I
think that suggests buggy BIOS, since the ACPI thermal implementation is
supplied by the firmware.
