Same issue for FreeBSD-12.1-RELEASE-arm64-aarch64-RPI3.img.xz

# ldd /usr/local/sbin/pkg
/usr/local/sbin/pkg:
...
    libssl.so.8 => not found (0)
    libcrypto.so.8 => not found (0)
...
    libssl.so.8 => not found (0)
    libcrypto.so.8 => not found (0)
...

How to deal with it:
Just,
pkg-static install security/openssl
pkg-static install -f pkg

Please release a new img to repair it.
