Sorry for the confusion, this is when you specify a file.

Such as 

/usr/src/release/arm64/ROCKPRO64.conf

...
MAKE_CONF="/etc/release-confs/make.conf"
...

cat /etc/release-confs/make.conf
CPUTYPE?=cortex-a53
