For 12/stable (now 12.1-PRERELEASE) between r352217 and r352298 (and I presume
the MFC of r352065-r352070 in r352277), m4 lost it's ability to divert( -1 ) to
ignore an input stream. Note the spaces around the number.
# grep '^FreeBSD 12' /.zfs/snapshot/2019-09-13-10:54:12/etc/motd /etc/motd
